Phase 1 of PS_Portal distribution effort. 13 files under distribution/, 68 KB. Replaces Apache+systemd-on-CentOS9 install path with single 'docker compose up -d'. Build + smoke test pending on a clean docker env (fshost2 is legacy-builder only). Design decisions locked per Ed picks: pre-gen + runtime-drift OpenAPI, opt-in SEED_DEMO, commented Redis, self-signed default TLS + optional Let's Encrypt profile, volume-backed nightly backups.
