Slice 0.1 of Phase 0. Initializes the git repo at the project root,
adds the canonical .gitignore / .editorconfig / README / LICENSE,
renames Claude.md to CLAUDE.md (canonical case per spec), and
amends CLAUDE.md §14 to record Ed's 2026-05-05 sign-off on the 13
open decisions (network exposure, 2FA, LUKS, backups, drafts,
voice memo, WAF, front-door, password policy, git init,
verification model, integration-test runner, and prod domain).
